As a follow up to our BIC meeting Wednesday, January 18, we have been working with the legislature to address many of your concerns. Regarding SB 1252 by Senator Jones, the companion to HB 887 by Representative Ingram, we met with Senator Jones to discuss the three concerns you have with the language regarding barbering in a place of employment, make-up licensing, and license by endorsement. The Senator expressed similar concerns with sanitary and health issues regarding barbering in a place of employment.

This bill repeals s. 476.124, F.S., which requires that a barbering applicant apply for the examination within 30 days of the examination date on forms prepared and provided by the department, furnish two signed photographs, and pay the required fee to the department. HB 4097 by Representative Caldwell was voted favorable out of Business & Consumer affairs with 10 votes and was voted favorable out of Economic Affairs Subcommittee with 14 votes. The bill will be heard next on the house floor.

HB 4097 by Representative Caldwell was voted favorable out of both Business & Consumer Affairs and Economic Affairs Subcommittee. On Wednesday, HB 4097 passed out of the house favorably with 117 votes.


HB 693 eliminates the provision that a licensee of DBPR who changes from inactive to active status during license renewal is ineligible to return to inactive status until the licensee completes a licensure cycle on active status. This will allow a licensee to change licensure status at any time during the next license renewal cycle. HB 693 by Representative Ingram passed favorably out of Business & Consumer Affairs with 13 votes and will be heard next in Economic Affairs Committee.

HB 887 by Representative Ingram amends barbering and cosmetology restrictions to allow services to be provided at locations outside of barbershops and salons, authorizes the cosmetology board to accept work experience in lieu of educational hours for endorsement applicants, and exempts makeup service professionals from licensure as cosmetologists. DBPR is willing to work with any changes BIC finds necessary. HB 887 passed out of Business & Consumer Affairs Subcommittee with 14 votes. It will be heard next in Rulemaking & Regulation Subcommittee. The identical bill in the Senate, SB 1252 has not yet been voted on, but will be heard in Regulated Industries.
