FRF’s Emergency Preparedness Network (EPN) facilitates partnership and communication between the retail industry and the Florida Division of Emergency Management during the planning, response, and recovery stages of declared emergencies. The EPN works to maintain the continuity of business and services throughout all stages of emergencies.

EPN Access Pass

The Florida Retail Federation, the Florida Division of Emergency Management, and the State Emergency Response Team have created the Temporary Emergency Access Pass that is now available to FRF EPN members through the FRF Web site.

The EPN Access Pass will be available on this website when there is an impending emergency.

  • The Temporary Emergency Access Pass is designed to facilitate passage of critical retail employees necessary to assure business continuity. The authority of the Temporary Emergency Access Pass is based on the Governor’s Emergency Declaration powers under Florida Law.
  • Please remind those to whom you issue a Pass that the law enforcement officer on the scene will still have discretion to refuse access for public safety reasons.
  • Under no circumstances should a Temporary Emergency Access Pass be used unless the Governor has issued an Emergency Declaration.
  • Please maintain a record of who you issue passes to.
  • Please date the passes from day of issuance. Note that they are valid for 14 days from issuance.
  • Each Temporary Emergency Access Pass must be printed.  The Pass has a State Seal Watermark that will not show up well on copies.
  • FRF and the State SERT team will be meeting with law enforcement officials and asking them to communicate to law enforcement officers instructing them to acknowledge the validity of the Temporary Emergency Access Passes.
